System-Wide Roles

Assign system-wide roles when you create a user in the Companies and Users window. A user receives one system-wide role. Each user is created within a company that has been designated as a sponsor or bidder (supplier) company. The type of company controls whether you can assign the user a sponsor or bidder role.
System-wide roles include eligibility permissions for controlling which permissions the user can be assigned at lower levels (project, survey, and contract).
A user must have access rights to the "Create and edit sponsor companies" permission to assign system-wide roles to users at sponsor companies and "Create and edit bidder companies" to assign system-wide roles to users at bidder companies.
The eligibility rule for assigning system-wide roles is very straightforward: a user must have Grant rights to a system-wide permission in order to give that permission to another user. A role is a collection of permissions so a user cannot assign a system-wide role to another user unless they have grant rights to each permission enabled by that role.
Eligibility Permissions
Eligibility Permissions in System-Wide Roles determine which project and survey permissions can be assigned to users.
System-wide roles include a set of eligibility permissions that do not directly assign a permission to a user. Eligibility permissions make the user with that system-wide role eligible to be assigned the permission in project and survey roles or to assign the project and survey roles to other users. If a user's system-wide role includes no access or grant rights to eligibility permissions, that user will not be eligible to be assigned a project or survey level role or to assign a project or survey level role to other users.
These eligibility permissions are located in the gray area of the permissions list for system-wide roles. To be assigned a project or survey role for a Iasta SmartSource project, a user must be assigned access rights to the eligibility permission for every permission enabled by the role. Similarly, to assign a project or survey role to another user, a user must have grant rights to the eligibility permission for every permission enabled by the role.
